Taipei: Taiwan ranked 10th globally in the 2025 IMD World Digital Competitiveness Ranking released Tuesday by the Switzerland-based International Institute for Management Development (IMD). The ranking assessed 69 economies on their ability to adapt to, explore, and benefit from digital transformation, focusing on three key factors: knowledge, technology, and future readiness, which comprise nine subfactors and 61 indicators.
According to Focus Taiwan, Taiwan showed notable performance in future readiness, rising three places to third globally, while it ranked 11th in technology, decreasing four places, and 16th in knowledge, climbing three places. Taiwan also achieved the top global position in IT and media stock market capitalization as a share of GDP and ranked second in R and D personnel per capita, agility of companies, and total R and D expenditure as a percentage of GDP. Furthermore, Taiwan secured third place in mathematics education performance, tertiary education attainment, corporate responsiveness to opportunities or threats, and the use of big data analytics in decision-making processes.
In response, Taiwan's Ministry of Digital Affairs (MODA) highlighted these strengths as a solid foundation for advancing the artificial intelligence industry and enhancing the nation's ongoing digital transformation. The ministry emphasized that Taiwan's progress in future readiness reflects the competitiveness of local enterprises and the government's success in public-private collaboration and data privacy protection. MODA also stated its commitment to work with other agencies to refine relevant laws and issue guidelines aimed at strengthening AI governance and boosting Taiwan's international visibility in digital policy and innovation.
The IMD report identified Switzerland, the United States, and Singapore as the top three digitally savvy nations.
