Taiwan’s Updated Civil Defense Guide Focuses on Wartime Scenarios

Taipei: The All-Out Defense Mobilization Agency officially unveiled its updated civil defense handbook on Tuesday, emphasizing potential military threats from an "enemy state" and providing self-protection strategies in such situations. This release marks the third edition since 2022 and includes enhancements over the previous 2023 version, with a more specific focus on wartime scenarios.

According to Focus Taiwan, the latest edition outlines threats like sabotage of underwater communications and live-fire drills, along with the establishment of no-flight zones. The handbook reflects on China's history of large-scale military exercises near Taiwan, including the recent "Strait Thunder-2025A" drill. Other potential aggressive actions listed include the boarding of Taiwanese ships, suspension of Strait activities, drone incursions into Taiwan's airspace, and potential armed invasions.

The handbook advises residents in attacked areas to seek basement shelter or stay behind two interior walls if indoors, and to lie prone outdoors, protecting their heads. It warns against believing false messages of government surrender or military defeat. Additionally, the guide encourages discussing war threats with children, preparing go-bags, recognizing disinformation, and reducing war-related anxiety.

Further, it includes information on volunteering, becoming a certified disaster prevention specialist, or enlisting in the armed forces. Shen Wei-chih, head of the Materials Mobilization Division, stated at a Ministry of National Defense (MND) news conference that the handbook was developed under the guidance of the Presidential Office's Whole-of-Society Defense Resilience Committee to enhance public understanding of dangers and self-protection.
