The Ministry of Finance held the first meeting of the Taxpayer Rights Protection Consultation Meeting (hereinafter referred to as the Consultation Meeting) on March 27 of this year (108), chaired by Wu Zixin, the deputy head of the Ministry of Finance, and consulted members on the taxation and taxation issues.
In the meeting, the members of the meeting handled the taxpayer's rights protection case and raised the taxpayer's rights protection officer (hereinafter referred to as the subinsurance officer) to help resolve the dispute function, the business tax leakage and tax penalties are reasonable, and the tax violation cases are judged by the administrative court. Wait for the various topics to be fully discussed. The suggestions and key points of the members of the meeting are as follows:
1. It is proposed to amend the provisions of Article 52, paragraph 2, paragraph 1, of the Rules for the Implementation of the ValueAdded and NonValueAdded Business Tax Laws, and verify the calculation of the tax evasion as the basis for the calculation of the tax evasion.
Second, it is proposed to amend Article 50 of the Tax Collection Law to stipulate that the court should consider the spirit of the criminal procedure law in the trial of tax violations, and give taxpayers higher procedures and system guarantees.
Third, it is recommended that the tax should be punished and a clear standard should be established.
4. It is recommended that all tax collection agencies should strengthen their propaganda so that taxpayers know that they are seeking assistance from the subsistence officer.
V. It is recommended that the amendments to the special deductions for salary income be preemptive to protect the rights of taxpayers.
The Ministry of Finance specifically stated that the consultation will be established in accordance with the Taxpayer's Rights Protection Law, and the relevant meeting minutes and results report will be published on the website of the Ministry of Taxpayers' Rights Protection Zone. The Department's "fair and reasonable taxation" and "enhanced taxpayer's rights protection" are the focus and efforts of the Ministry.
